Santa Catarina Just Energy Transition Plan

Brazil needs to define a model that guides and supports a just energy transition at the state level, so that individual territories can find climate solutions suited to their economic and socio-ecological characteristics.
General Objective:
To define the appropriate model for developing State Just Energy Transition Plans in Brazil, using the State of Santa Catarina as a case study.
Specific Objectives:
1. Provide scientific and technical input for state-level just energy transition planning, considering energy, social, ecological, economic, and institutional aspects, as well as providing guidelines for the implementation and monitoring of just energy transition plans by public authorities;
2. Characterize and specify governance instruments and models, as well as strategic and operational tools that will support future implementations of state just energy transition plans;
3. Study solutions for decarbonizing energy sector value chains, given the characteristics of the territories in which they are located and possible just energy transition scenarios, also using impact analyses;
4. Apply the defined model in developing the state just energy transition plan for the
Santa Catarina case study.
About the project:
The scope of the applied research is to define a model for developing State Just Energy Transition Plans in Brazil. The effectiveness of the theoretical model developed will be assessed through its application in the state of Santa Catarina, thereby developing a specific model for this state. The evaluation of the results obtained from its application in this state will make it possible to adjust the proposed final model for application across all states in the federation. The applied research work will be carried out using an action-research methodology in order to define the model to be developed, both in theoretical terms and in terms of policy making. In this sense, the applied research will address the theoretical and empirical challenges encountered during the research, taking a monitoring and evaluation approach between the epistemic and factual worlds.
