State Energy Plans
In 2026, state energy and energy transition plans were developed.
State Energy Plans are strategic tools developed by FGV Energia in partnership with state governments to support decision-making and guide medium- and long-term investments. They anticipate future energy needs, guide infrastructure expansion, and maximize income and job creation in the states, while respecting the particularities and demands of each region.
By integrating market projections with economic development policies, the plans establish guidelines to ensure a safe and sustainable energy supply, strengthening competitiveness and driving state development.
EXPECTED BENEFITS
Regional Development - Job and income generation
Investment - Attracting companies and new projects
Innovation - Dissemination of new technologies
Capacity Building - Local workforce training
Energy Expansion - support in identifying sustainable sources
FGV Energia currently has 1 completed plan (Sergipe), 2 plans underway (Santa Catarina and Goiás), as well as strategic partnerships with other states.
SERGIPE STATE ENERGY TRANSITION PLAN
Project Title: Sergipe Energy Transition Strategic Agenda (AETE-SE)
Status: Completed
About the project:
The Sergipe Energy Transition Strategic Agenda (AETE-SE) is the state's roadmap for transforming energy potential into sustainable, fair, and inclusive socioeconomic development, integrating industry, innovation, and social policy.
The plan's mission is to guide Sergipe through a competitive and fair energy transformation, converting natural resources and institutional capabilities into economic growth, emission reductions, and social well-being.
SANTA CATARINA JUST ENERGY TRANSITION PLAN
Project Title: Just Energy Transition Plan – Santa Catarina
Status: Underway – Expected completion in December 2026
About the project:
The Santa Catarina Just Energy Transition Plan focuses on decarbonizing the state's coal-mining region. The project centers on creating a model for a state-level just energy transition plan, with a pilot application that prioritizes the critical elements for the local context, with an emphasis on reducing Greenhouse Gas (GHG) emissions.
In addition, the plan provides for the formulation of actions aimed at decommissioning the state's coal production chain, ensuring a transition that takes into account the socioeconomic impacts on the communities involved.
GOIÁS STATE ENERGY PLAN
Project Title: Goiás State Energy Plan (PEEG)
Status: Underway. Expected completion in April 2027.
About the project:
The Goiás State Energy Plan (PEEG) is a strategic initiative to guide the state's energy future. The plan directs actions toward modernizing infrastructure and making more efficient use of regional energy resources, combining agribusiness growth with the state's abundant resources.
PEEG guides government, regulatory, and investment decisions, as well as the power grid's own expansion capacity, defining strategies to ensure a secure and economically viable energy supply in the medium and long term.
